'State' Field to Allow Lookup by State Abbreviation

Currently, if a user enters a single letter in the ‘State’ fields of a case form the drop-down list will navigate to the first state in the list that begins with that letter. This request will allow the operator to navigate to the exact state in the drop-down list if they enter the second letter of that state’s abbreviated name. (For example: "AZ" for "Arizona" this would not work with "AR" for "Arizona")
