Mask SSN in e-OSCAR Transactions

e-OSCAR should provide an optional ability to mask consumer SSNs (all but last four numbers masked) in all e-OSCAR transactions. The SSN should be visible in clear text when an operator hovers on the SSN field or tabs away from the SSN field (on AUD, Reinsertion & BRR).
