Trainee permission for BRRs and Reinsertions (restricted/unrestricted & Case Review)

Currently, e-OSCAR provides the option to select the ‘restricted’ permission on an operator’s profile. Restricted users (training role) cannot submit cases directly; instead, cases go to the Case Review work queue where an unrestricted user reviews and submits or works with the restricted user to train them and make any corrections before submitting the case(s). At this time, this functionality only applies to the ACDV Responder and AUD Initiator roles. This request proposes extending this permission to the BRR Initiator and Reinsertion Initiator roles.
