Transfer Notifications

Currently, a Data Furnisher does not have the ability to transfer a Notification to another user. This request allows the Data Furnisher to transfer a notification to a specific user, much like ACDVs. Note: Units still apply so to transfer across Units, the user will need to either be assigned to a Unit Group or be a Division Manager.
